MaineHousing Programs Help with
Heating Assistance, Weatherization and More

If you cannot afford to heat your home, pay electric bills, or would benefit from energy improvements such as new insulation, a new heating system, or energy efficient appliances, help may be available from MaineHousing programs. Lower income households may qualify for heating assistance and energy improvements at no cost to them. Moderate-income households may qualify for low cost energy loans.

Don’t wait until September or October! Call now to find out if any of these programs can help you get ready for winter.

The Low Income Home Energy Assistance Program

Commonly called LIHEAP or HEAP, this program provides money to low-income homeowners and renters to help pay heating costs. The funds are distributed throughout Maine’s 11 Community Action Programs (CAP). The program is not intended to pay for all heating costs, but to assist in paying the heating bills. Applications for LIHEAP are accepted from July 1 through April 30 of each year.

The Maine Home Repair Network

This program provides 1% mortgages or 0% deferred/forgivable mortgages (i.e. 0% interest rate with no monthly payment) to low-income homeowners for necessary home repairs. With just one application, you can apply to both state and federal programs that fund renovations or repairs such as:

  • Wells and septic system repairs or replacements
  • Heating and electrical system repairs
  • Roof and chimney repairs
  • Structural repairs
  • Lead paint mitigation
  • Repair or replacement of windows and doors
  • Energy efficiency improvements
  • Repair or replacement of siding
  • Handicap accessibility improvements
  • Other health and safety repairs

MaineHousing’s Weatherization Program and Central Heating Improvement Program (CHIP)

CHIP provides grants to low-income homeowners and renters to improve home energy efficiency and perform energy-related repairs.

Low Income Assistance Program

Low Income Assistance Plans (LIAP) help low-income homeowners and renters with their electric utility bills. MaineHousing, through Community Action Program agencies, accepts customer applications for LIAP as part of the LIHEAP application process.

Home Energy Loan Program

The Home Energy Loan Program (HELP) provides very low interest rate loans to low- and moderate-income homeowners to finance improvements to make their homes more energy efficient. Income eligible homeowners may borrow up to $15,000 at 1% interest (for those who use and follow the recommendations of an energy audit) or 3% (for those who do not).

Appliance Replacement Program

Efficiency Maine, the Maine State Housing Authority, and the state’s Community Action Programs are working together on this program. The Energy Efficiency Low Income Appliance Replacement program replaces inefficient refrigerators and other home appliances, and installs energy efficient lighting in the homes of qualified low-income consumers. Community Action Programs deliver the services.
